Commissioner Cindy Akins, who lost in the Republican primary in May and will leave the board next month, presented the resolution last night. The issue was not on the board's agenda. Akins said she drafted the resolution several weeks ago but withdrew it until after the Nov. 7 general election.
"I did not want it to harm an-y-one" during the election, she said.
