Federal authorities are recommending a life sentence for a former San Antonio police officer who raped a transsexual while on duty.
The recommendation — made by federal probation officers in a confidential pre-sentence report — would be the most serious punishment for Dean Gutierrez under either federal law or the point-scoring system of the federal sentencing guidelines.
