Hopes to prevent gender-based bullying

DAYTONA BEACH -- A Deltona 8-year-old has been yanking out his eyelashes and hair lately, sort of a stress reflex like nail biting.
The third-grader has struggled to stop, even wearing a lucky charm necklace he convinced himself would help until the bubble-gum-machine jewelry fell apart.
"He said it was something that would help him get through the day," his mother explained.

Have I got the implication right here. They have an anti-bollying policy which currently, doesn't include gender identity or expression, so it's currently OK to bully for these reasons?
If this is the case, is it beyond the imaginations of these people to simply outlaw bullying altogether?
