It could be classified as 'Titillating" or "Inappropriate", because it is revealing. It may be a cartoon, but still it is close to the line.

I'm honestly not bothered by it. But I don't subscribe to the rather...reserved...stance that a lot of Americans do (at least outwardly). Well...that...and I've watched quite a bit of anime...so I'm used to that sort of thing.
(disclaimer: Though...you should realize that a mod's opinion carries a bit more weight here than mine. ;) )
