The legislation would require public and private schools to have policies that prevent and punish bullying or harassment of any student. It specifically identifies intimidation based on age, race, religion, gender, sexual orientation, gender identity, physical attributes, mental or physical ability, socioeconomic status and political beliefs.
The Senate Education Committee passed Senate Study Bill 1048 with an 11-4 vote on Wednesday.
Sen. Jeff Angelo, a Republican from Creston, voted against it, saying it could conflict with a parochial school's teachings about homosexuality.

So a parochial school teaches it's students to beat the snot out of anyone who does not fit in with their world views?

At a minimum, he may take up issue with the word "intimidation," which is not necessarily physical abuse.
It's still draconian to vote against it, but it's not necessarily for quite as ugly of reasons as it may suggest. He wouldn't get my vote, though.
