"As we observe National Women and Girls HIV/AIDS Awareness Day, I hope that all Americans will support and encourage routine HIV testing. Early detection and diagnosis is a critical element in preventing the spread of the disease, and we must take action now. HIV infections among women are increasing.

     According to the Centers for Disease Control and Prevention (CDC), women now account for more than one- quarter of all new HIV/AIDS diagnoses in the United States. Minority women in particular continue to be affected by this devastating disease.

early detection and diagnosis?  who wrote that?  [abstinence or the use of condoms] is the best way of prevention.  if someone isn't infected with hiv, the disease can't be detected or diagnosed.

There is a pretty big stigma in the African American community plus some are contracting the disease without knowing about it until it is too late.  What they are advocating for is to get the women into a clinic or a doctor's office for regular testing because if they catch the disease at the beginning then there may be more they can do for that person PLUS that person now knows to take extra precautions with any partners she may have in the future.  Therefore, the spread of the disease should slow down.

It says the prevention of spreading, not the prevention of getting it.  If you have a promiscuous person and the contract AIDs, knowing they have it early will inform them that they need to stop being promiscuous so they don't give it to others.
