Brazilian health care system offers SRS if you go through 2 years of therapy. As far as I know, the results are not awesome but they are consistent and getting revisions is easy. It's also free.

Really.

HRT and therapy are free as well. Well.... "free" as in.. we pay lots of taxes.

If you aren't a citizen you can't enroll in the transgender threatment programs at all. You will have to seek private health care and I really don't know any brazilian surgeons who do SRS.

i read somewhere that there's a Dr in Bolivia who performs srs

I know one doctor in Peru... Him name is Ramiro Arauco. I did the FFS with him and I'm very happy with the result...
