There's nothing masculine about those eyebrows, thicker, lower and with less arch? Sure, but male eyebrows are largely unkempt or if maintained, done so with much less shape.

I found it both a comical but rather rude depiction of Russian women
Also, Side buns have been part of the Northern European woman's fashion long before Princess Leia
If the character of "Fran" was really Russian, her last name would end in "ova."
So I figure she east European, maybe Polish or Silesean.
