The City of Berkley is considering a plan where it would pay for sex reassignment surgery under its employee health care system, and the City of West Palm Beach has passed an ordinance prohibiting trans discrimination.

The two cities on opposite sides of the country are part of a slowly growing change in the way municipalities treat their transsexual citizens.
