It works, a forest is a large place with trees defining it and marking it's boundaries and at the same time growing in the middle of paths and tripping people up. A wibbly wobbly half-world where all might be possible.
The term may also be a nod to the fact that non-binary, like a unicorn, is often regarded to not be real. The joke stuck, and the term "unicorn forest" entered our everyday vocabulary (although it hasn't appeared much lately).
The vision is that there are two crowded cities, the binary city of men and the binary city of women. And between them is a forest where very rare creatures frolic - the non-binary gendered person, as rare as a unicorn.
