Not entirely sure what is up with that, but a couple of things:
a) What is the maximum dimension size for an avatar?
b) I can upload an avatar that is pixel size 250*250
c) I cannot use the URL direct option even though it is exactly the same picture

Yes but what about pixel dimensions? Clearly there is something with the pixel dimensions being an issue when I use an external URL to use the same image that is smaller than the one I uploaded but that one works just fine.
Most avatar pics have to be stored on your computer. The exception are the ones offered on site.

Why is that? Is there a reason to keep that upload from URL option then? I tend to prefer using external URL because experience goes that when you upload to the site it tends to reduce the quality of your uploaded image which is obviously not desirable, especially if you are someone like me who does signature sets and stuff. You want it to be of the quality you made it in.
Your option then is to have the image on a hosting site like imgr or (I forget).

And why should the site owner incur the costs of storing and having available your giant, pretty avatar pic.
You don't need a hi-res avatar, if you want to post a nice pic, there are plenty of other options here.

Intended quality !=size. Almost every forum has limitations on avatar and signatures due to loading and this is not the problem I'm referring to in this case. With that said, there doesn't seem to be a problem on Susan's when it comes to this particular issue but I know it exists.
Signature images don't know about but the imgr thing works for posting pics.

I was using Photobucket as my host site.
That works too, and in a signature it should be fine. I know it doesn't for avatars.

Try cropping or scaling an image to 180 width x 200 height before you upload it to a remote host and link to it.
