But is threatening to take them away if I don't see a psychiatrist.

Basically yes, whether or not your primary agrees to it. If done right, you will told all the possible pros and cons and sign a paper which says you have been told all that stuff. Blood tests and a script after that.

BTW... you look just like I did when I was young.. same face shape....we would have looked like sisters.. but I did not get help and testosterone did its thing..
I am lucky that the HRT at my age is helping though.... going full time later this year.. will post before and after pics sometime in November.

Only downside though, is no surgeon will operate under informed consent, they all require therapist letters and some still require a letter from a gyno....what the letter from the gyno is about I have no clue.
Any doctor can refuse to treat you. When you go to a informed consent place, you see a doctor there. You can be monitored by the informed consent place or your own doctor. Either way, it should not be an issue.
I went to a doctor who does informed consent, and he did the same thing as your doc... agreed to start me out with a temporary prescription, but still asked me to see a psych "to make sure you're not crazy."
So yeah... even informed consent can still mean getting a mental health evaluation done. It varies from doctor to doctor.

Depending on which procedure you're referring to, this is not the case. The surgeon who performed my top surgery does not require therapist letters, and he also does MTF breast augmentation. Dr. Gary Lawton in San Antonio, TX.
The Standards of Care V7 has a section on Informed Consent, on pages 35-36, and page 28 says "Psychotherapy Is Not an Absolute Requirement for Hormone Therapy and Surgery". The entire document is worth reading.
If you're crazy you may not be capable of giving informed consent, and judging this is the expertise of a psychiatrist, not a doctor. I'd imagine the doctor also wants to pass of the legal responsibility to someone else.
I don't think the doctor has and legal obligation to treat you, but perhaps you could try a harm minimization argument - you've no money for a psychiatrist right now and losing the hormones will cause you harm. Of course you'll do it as soon as possible.

Your psychiatrist can be your gender therapist. Just ask. You have no need to share that information with your parents until you feel ready to do so. They may carry the insurance but they don't control who you see or why. Transportation may be an issue but they do have medical transport covered through social service agencies. If your parents won't take you, ask them for a ride.
Maybe she wants me to see a psychiatrist because she knows I want srs..
Maye if I tell her I don't want it she'll let me get regular "I'm trans not crazy" therapy from a masters leval therapist or similar
