Hi. ELOS laser works with a laser and rf pulse at the same time. It has a minor effect on light hair only. I tried this laser before electrolysis, and it really didn't do much of anything sadly. That was after 6 months too, so I really did try.

Worked rather well on my underarms though.

I am almost done getting laser hair removal. It's true that only darker hair works. I would recommend getting a consolidation to see if you are able to even have it. When going, I would say upfront that you are just checking and don't have the funds at this time. They will likely try to rope you in. But if you do decide to get laser done, asked about numbing cream. It's a God send and makes it far more tolerable. Otherwise, be prepared for pain. It's extremely cheap by comparison to the cost of the procedure.
