I recommend waxing them.  Shaving will keep them smooth, but you have to do it pretty much every day to keep the stubble at bay.  Rip those suckers clean out and they stay that way for almost a month.  If you're on HRT, they come back finer and more sparsely every time.

Well getting laser treatment on them soon - just wanted to shave them to see what it's gonna be like :)
