A decree Russian Prime Minister Dmitry Medvedev signed on December 29 appears to ban transgender people from driving cars, along with others diagnosed with a long list of "disorders of sexual preference."
The provision is part of a broad document outlining the medical conditions that disqualify people from driving. Most of these are physical impairments, including the loss of both legs or blindness. But it also references a set of "mental and behavioral disorders" as defined by the World Health Organization, which include "gender identity disorders" such as "transsexualism" and "dual-role transvestism." The order also encompasses "disorders of sexual preference," including "sadomasochism," "paedophilia," and "exhibitionism."

this is how it starts.....
this is how it started 82 years ago...
one by one they'll take away your rights.
then they pass degrading laws.
then it gets violent and downright barbaric.
and this is not silly or far-fetched.
That's horrible, but hardly surprising after the anti-gay BS that was going on during the Winter Olympics as well the gradual backslide in human relations they've suffered since that monster Putin took over. For these reasons and a million more, they need to get rid of him in the worst possible way before he takes that country all the way back to the dark ages.
This is nothing more than pandering to the lowest common denominator in order to keep the regime in power. The fact is that Russia is in deep doo-doo right now. The Ruble is in the toilet because Putin and his cronies doubled down on oil and gas, of which there is currently a worldwide glut. The banks are failing and the people are suffering. This mirrors what happened in the years preceding the fall of the Soviet Union.
When the Russian people have finally had enough, there will be another regime change.
Hopefully it happens closer to sooner rather than later.
Russia is such a fascinating and deeply flawed place. It has always been an intensely conservative and homogeneous culture. One of Putin's keys to power is a nationalist youth movement that is literally called "ours." In other words, Russia is for Russians that fit our mold.
Back in Soviet times LGBT people were just put in psychiatric hospitals indefinitely. So at least this is...um...progress?
Bread and circuses. Give the people someone to hate to divert attention from how bad their lives are under the former KGB head, Putin.

It seems to be regressing back towards that. We can only hope things stop trending this way for the good of our Russian brothers + sisters. :(

There is no reason for panic. The new law provoked an avalanche of jokes, not more. ;D
Now we 'll celebrate ALL aur holidays, and will try to understand: what have meant the authors of the law?! :D

They are just trying to bash LGBT people again. That way they have a law they can enact if they dislike anyone who is trans. I assume, in Russia in most places you need to drive despite that law anyways to just work and live?
Except, most probably the new ICD version upon which the WHO will vote in 2017, will have gender identity disorder (both childhood and adolescence) removed from psychiatric "F" section. At least, it is so in the current draft version of the ICD 11.
I've just read this on another portal and I was shocked. I'm lost for words and the ones that are coming to mind should not be written down because I would be banned forever. I just cannot comprehend how people in power can be so stupid and get away with it. I just hope our stupid little government will not think that they should copy this too. I really hope that there is some miscommunication somewhere because that would be unbelievable.
As if getting a driver's license weren't already difficult for trans people there. How sociopathic must Putin be?
Texas isn't far off. They are trying to push a law that gives them the right to withhold payment for any government employee that issues a same sex marriage license. Not nearly as bad but still pretty harsh.

O, my God! Apparently, this is another moral panic is overblown by the media. The new law seems fanny a bit, but not outstanding. We are waiting for comments from lawyers to know how to use it. Earlier than we'll get comments - it makes no sense to be terrified. only some humor.
I had the on «Propaganda» two years ago - grate noise and nothing else. Stores sill sell movies and fiction books on lesby-gay themes, but with sticker 18+. That's the grate result!

In the «Law about road safety» we have the condition, which allows doctors to "ban smbd from driving".
«Article 23. P.1. Medical contraindications to drive the motor vehicle are diseases (health condition), which interferes to driving of the vehicle»
Now we have got a new Law that tells us, which "health condition" there are.
"The List Of Medical ets........" Art. 1. The list of contraindications.
«Mental and behavioral problems with the presence of chronic and protracted mental disorders, in severe forms, and often increasing painful manifestations»
And further in the text we have a long list from ICE, in which cases it potentially could exist; F 00-09, 20-29, 30-39, 40-48, 60-69, 70-79.
So, we combine two articles and see:
When a person come's to a psychiatrist, the doctor would examine, have He/She/Ohe any «mental disorders severe forms» «which interferes to drive the vehicle» or not. If a person have nothing interfering driving (specifically driving!) – He/She/Ohe admitted to driving.
If you see F41, F43, F45 – doctors can "ban from driving" people with stresses (may be situational, reactive or professional stresses) and hypochondria in cases, when this stresses have a hard form with «mental disorders severe forms» «which interferes to drive the vehicle» Do we discriminate them? Or it's a necessary for their and our safety?
So, that's all the monsters.
