I think it varies but usually within the first few months. When I started I was told this is the time to freeze sperm if you need to, "the sooner the better"

How I understand it stopping HRT may be an option early on. But after a certain point it's not going to recover.

I'm not a doctor so I can't say with pinpoint accuracy and it varies by individual but generally you're temporarily infertile after about a week on a full dose of hrt  but the permanent infertility doesn't usually happen until at least the 6-8 month mark.  It's ideal to get sperm banked before starting any hrt (or as soon as possible).  If it hasn't hit the 6-8 month mark yet and you stop taking hrt for a while (I'm not sure exactly how long it would take though to be off of it) there's a chance the fertility would come back.

I've heard anecdotes of people going of hrt after months in order to have a kid, but I wouldn't count on it. If having a biological child is important to you, you should start planning on what you are going to do now.

It seems very variable. Storage seems to be the medically preferred option.

But I do know a cis couple who she had her tubes tied and he had a vasectomy (there was a genetic reason not to have children), she got pregnant, and yes it was to him. So who can tell with certainty?

There is an article "Trans Women and Breastfeeding" with the experience of a trans women breastfeeding their kid.
She describes in detail how long it took her for going off hormones until she was able to produce sperm.
She also states that some people have produced offspring five years after being on hormones, and later.
She states that medical personnel often is not very aquainted with the subject and people should try if they want offspring.
Well all at your own risk since there are no guarantees... but as said if you look for it you will find that being on hormones is not a sure way for permanent sterility.
