Title: Vocal Question!

Hello, not too long ago I made a thread about vocal surgery and it's boasted benefits vs. what the reality was. My most serious concern about my body is honestly my voice and I am genuinely curious what it takes to have a perfect voice (NOTE: Not a voice good enough to get by, a voice that will leave no question that I am female). Also, I'd like to know how much things like HRT, Vocal therapy and Vocal Surgery actually influence the voice. I understand these things vary for everybody but there must be some general consensus about what these things actually do and how effective they are.
With the ban against open transgender service member's days now numbered, I have to seriously consider how I'm going to achieve my dreams. My goal is honestly to never have anybody question me and I simply will not accept anything less than feminine perfection when it comes to my voice. I'd rather never speak again than be questioned about it.
So once again, What do these things actually do for the voice (all opinions are welcome!) and how heavily should stock be put into each of the aspects of speech augmentation. Thanks for the feedback!  :)
