This might not seem like a radical notion, but it's an amazingly contentious issue, even among trans people.
There is a divide between those who go through or want to have a medical transition, and those who do not. The former can accuse the latter of not being "trans enough", and then the latter accuse the former of upholding cis normative body standards."
In my therapy group over 30 years ago pretty well everybody who walked through the door was transexual. For a number of reasons some didn't have surgery but pretty well everybody remained in the new role. We don't think them any less of a transexual because they didn't have surgery. In my case, lack of money pushed my surgery to two years. Did it make me any less of a transexual because I took an extra year? No.
The only person who can tell you if you are a transexual is you and nobody else's judgement matters in the end.
I consider myself a red blooded transgender till death.
right now I'm in the process of figuring out if GRS is right for me, but either way I'll die a transgender.
I realize not everyone will agree. But I extend that to those who are even pre-HRT...admittedly I am such. But I feel, and know the femme in myself and express it whenever I can.

To me transgender/transexual is what is between your ears and in your soul, not between your legs. If someone self-identifies as transgender, even pre-everything, who am I to question. That was one of the beautiful aspects that brought me to Susan's, all were accepted. Not everybody can transition, or even begin transition given certain circumstances and finances, if they are suffering with gender dysphoria, or not and just identify as transgender, to me they're transgender.
I don't think that there should be no distinction between those who medically transition and those who don't.
However that doesn't diminish anyone's identity or expression at all.
I realized this in my own journey. Simply dressing was different from getting on HRT and going full time was different from being part time. When I have SRS I think things will change a lot too as I will be more comfortable in having relationships with men. All things are "trans" but people who are comfortable at different milestones have slightly different experiences.
