"Being ahead of the curve is nothing new to the City of Evanston, so it's not too surprising the city recently became just the seventh in the United States to create legislation requiring general-neutral signage at public restrooms.

Due to certain restrictions in the Illinois Plumbing Code, the ordinance only requires the new signage at places that either have only one public restroom or three or more. The IPC requires that if there are two restrooms, one must be designated for men and the other for women.?

Evanston is where I live. The town basically has already been complying to this ordinance for a long time. the problem is that most of the businesses have only two single restrooms and the ones that have more are neutral. The bigger issue is the majority of stores and restaurants have a Male and Female restroom. What needs to be done is for all single use restrooms to be neutral. I don't Know why a plumbing code would differentiate between M and F other then one is considered toxic.
