This is a fairly cheap wig, does it look like the quality is enough to wear outside?

looks all right to me
I like the loose look myself. Some styling with a brush would make it look better, but it's ok to me.

There is a thread here somewhere about doctoring up your wigs to make it more realistic, I found some of the info to be awesome.... I havent broke down and got one yet, but I need it.... luckily a bandana has been part of my look for years and Im rockin that for now... but it had so may pointers about simple things to make it look great... I think it was a thread started by Archlord about wigs and another member linked to their thread with tips. I really thought pulling hairs to make a part was ingenious

I got it for 40 bucks at a costume store.
It needs some work on the bangs. They're very choppy. If you can get them more even, it would be a big improvement.
Depending on what it's made of, there are a few styling options available. But the material wasn't stated. If it's a costume wig then trim and a VERY light brushing. They tend to want to "fray" (for lack of better) a light spritzing of hair spray will tame them.
If it's a synthetic fashion, then a water bottle and lightly spritz and air dry will bring it back after brushing.
There's literally thousands of types of hair and each has its own care/maintenance characteristics.
