How can I convince my mom it is safe? My doctor already said it was and so did my therapist but my mom still doesn't believe it.

You shouldn't need parent permission to access birth control - in some services you should have the right to patient confidentiality.
As long as you take it exactly as prescribed, you should be fine.

My son has been told by his GIC therapists that he should go on the pill to stop periods because of dysphoria. The problem is that there's a high risk of cancer on his dad's female side of the family. Two sisters with breast cancer, one ovarian and mum died of cervical cancer. He's asexual so it has no benefits aside from stopping the period. Any thoughts? They also mentioned norethisterone. I don't know much about it aside from "feminising side effects" which won't help with dysphoria which is already a major issue. Any support would be welcome.

Norethisterone is only usually prescribed for short term use, for example is someone was wanting to miss a period because they were going on holiday. It does not have any feminizing effects and should be safe to use short term, but is not a long term solution. Long term, hormone blockers should be used
Not a good idea. I did this for 10 years. It took me 1 year just to STOP taking them in the runup to transition because the body becomes literally addicted to the estrogen level in them. Just try stopping cold turkey if you've been taking them long term every day. It is agony. Note: on par with heroin withdrawal migraines.
Doctors will always say it is 'safe' to take birth control pills but every single doctor I have ever spoken to has said that you should be taking a break for a period. If you ask a doctor is it all right to take a pill non-stop permanently so you don't have a period I'm fairly sure if worded that way they would say no, and that is not how the BPs should be used. One off overuse is fine, but long term every month overuse will begin to feminize your body shape even more and mean it'll be painful to stop taking them. If you take BPs in such a way as to prevent periods altogether you aren't taking them as prescribed, so you can only expect problems.
If you are expecting to transition and use testosterone ask for Norethisterone for short term use. Even this they will advise you to take a break from for a period because it isn't supposed to be taken to "stop periods". Just to lessen their severity for one reason, among others. It also is not a contraceptive, if that is a concern.
