"Gov. Sam Brownback's administration is moving forward with a policy change that would make it more difficult for transgender people to change the gender on their birth certificates. "
It would be a TOS violation and a lapse in propriety to even hint at my personal feelings about Governor Brownback. There simply is no way to express them without using vulgar language.
I thought I had read that Kansas won't update birth certificates at all due to a court ruling as the law says they can make "minor changes", but some judge ruled that changing sex/gender even after SRS is not a "minor change".
I found the page (http://www.kdheks.gov/vital/amend_birth_adults.html) on Kansas's Vital Statistics site describing various circumstances in which they'll amend a birth certificate. Apparently their policy has been that the only way they'll change the sex is if it was recorded incorrectly at the time of birth (precluding any changes due to gender reassignment later as shown by a reply to Dr. Becky's site (http://www.drbecky.com/birthcert.html)). (However, they'll happily change the name on it if you like under the same protocol as with other court-ordered name changes.)
