"The draft resolution which is expected to be approved (after it was passed by 15 out of 23 committee members at the weekend), states: "A majority of the Bishops' Conference believes that in addition to the current rituals for marriage and civil marriages between women and men, corresponding rituals must be devised that include couples of the same sex and that can be used for all couples."
Well, to be specific, this actually applies to the Church of Norway which is an evangelical Lutheran denomination. The country of Norway I believe already allows them.
The Church of Norway is the largest church in Norway and also the official church (they don't have separation of state and church yet).
The country of Norway has allowed civil same sex weddings for years. The change now is in the church.
