I'm a pretty short petite human being, and I'm barely 5"2. I'm pretty skinny and just at or slightly below average weight. I've been trying to work out to gain some muscle and so far it's working alright. My shoulders are slightly wider than my hips which is a blessing (I think they're an inch wider, but hey I'm happy with it.) I have thicker thighs, and my hands and feet are pretty small. I think the biggest problem for me is the fact I have a baby face, I look pretty gender neutral but my face makes me look like a little boy or a teenage girl.
Right now I'm looking for tips on types of pants or jeans that help conceal my thighs, any tips on extenuating my shoulders, concealing my feminine waistline, help concealing my hips. I'm too young to receive HRT, and at the moment that's not really an option for me at the moment. I've got binders already so I'm not too worried about concealing my chest. Thank you!

Good work on the muscles! If you're looking for new workouts I'd suggests swimming (particularly freestyle and butterfly strokes) to build shoulder muscle. I swim competitively and it's really improved the tone/definition of my arms and shoulders. Weightlifting is great for building mass there too, a friend of mine started it last year and his arm muscles have literally doubled in size. As far as dressing, tailored jackets with stiff or even padded shoulders make your upper body look wider and help to balance out your hips. As a shorter guy (I am also 5'2"), I wouldn't overdo this though as it can make you look very chunky and emphasise your height.
I also have big hips and thighs and they are quite hard to minimise, dressing to emphasise your shoulders and upper body should help with this though. I've found that looser pants, long jackets (that hang down a bit over your butt) and wearing plain, dark coloured pants with brighter or patterned shirts help to draw attention away from your wider parts as well.
The way you walk is also important in passing, so that might be something to look at since a lot of people with bigger hips tend to walk in a more feminine way. A useful tip for correcting this; imagine you're walking down a line and focus on planting your feet out to either side of the line rather than one in front of the other on it. You can actually practice this for real using road markings or the bay lines in a parking lot.
Hip-reducing is a fairly major issue for me, so I will probably find some more tips and I'll make sure to share them.

Nothing that hasn't really been said other than to try and emphasize the jawline and eyebrows to abnegate the 'baby face' you mentioned. Also, to recap what you've probably gathered since I can not put enough emphasis, your gait can make all the difference in passing. Men walk with a slight bend to their arms in the elbows, macho and confident. An addition, they tend to take up more space when they walk, sit, and lay down even. Best of luck ;D

You just gave me a very good reason to use those 11 entrance tickets for the swimming pool that I have here ;D
I can add a couple of advice under the sub-section Attitude is Your Friend...
A dancer once said something illuminating: "women lead with the hips, men lead with the shoulders". To put it into practice, If you walk like a woman you propel yourself forward one hip at the time, left, right, left, right... man to that with the shoulder. It's a subtle movement, and females do that only when running.
The other thing is voice attitude: keep it short, no matter what you say. Lower your natural tone and think yourself as a telegraph operator, than add what might sound to you as a commanding note but for guys is just assertiveness.
Both things worked for me, and I usually don't pass: now I have upgraded to mystifying people. :D
On the clothing side of life, I only have male clothes and trousers helps straightening the line of your legs. Shirts too are great, because fall straight from shoulders to hips without giving you an hourglass figure.
In general there are two things that guys have that might seem to be present in small doses but when you try you realise that to obtain that effect you need to have them in spades: muscles and confidence. I'm not talking about a beefy boss, just your skinny dude has more muscles in his body and command in his attitude that we might think.

I know some FTMs that give themselves 5 o'clock shadow with glued on little pieces of hair or something. Idk might want to look into it but I've seen them do it and it actually looks great. If u have feminine eyelashes, I know some trans guys that trim theirs, idk if that's good or not though
