I am currently presenting myself as androgynous, because I am not really in a safe place to come out.. my current hairstyle is getting on my nerves and is making me feel dysphoric. I would like to get a masculine haircut, but I am just not in a safe place right now. I would like some hairstyle ideas that aren't too masculine. It's really difficult for me to find a good hairstyle because my hair is insanely thin and it's like it isn't meant to be grown out.. it breaks off. I also have a huge forehead and my face is fat. I wish I could shave my head so I wouldn't have to deal with my thin hair anymore. I feel like a short hairstyle would make me look even worse but I don't know what else to do. I've had my hair cut short before but my dad didn't like it.. so I am kind of scared. I am also scared of what the people at my work would think.

A good transitionary hair cut could be a sort of pixie. You see these on guys and girls all the time, it is a pretty androgynous cut. (Justin Bieber like ..) how does a Pixie sound to you?

Hair styles are a bit personal as to what you are comfortable with and with your hair I would think a short to medium cut would work for you The problem is there are so many to chose from that I am just going to give you this web site (http://www.hairfinder.com/) and let you see what you are comfortable with. I like the pixie. I am MTF and must for now present as male at work. I too have a long pixie that I slick back with styling gel for work and on my free time when I want to present as female I wash out all the styling product and let the long pixie / short choppy bob style that I have and my makeup speak for themselves.
For FTM, just reverse.
I am tranisistioning from male to female. What is a good feminine short haircut for hair that is thinning? Bob, with bangs, etc. I have only been on hrt for 3 months and wanna pass, but don't know where to start. I just need some help please.

Long faces tend to work better with a short, full haircut with bangs for the MTF. If you face is round or heart shaped, you have much more freedom in hair styles including long without bangs. There are personal difference but without a picture, that's a good place to start.
Have you thought of keeping most of the length on top and doing an undercut on the sides and back?
My hair is very fine and breaks off too, but I wear it longish anyway. It doesn't really ever get much longer than shoulder length. I do a slight undercut keeping the sideburn and area around the ears short, and the rest long. It can look feminine down or masculine slicked back or in a ponytail.
