Since I was young (I'm 18 now) I never really liked looking like a boy, I always preferred the female look and I never really liked my testicles down there, I was hoping that I could possibly get a orchiectomy and hormone treatment just I don't want to lose my penis and I don't want to gain any breasts. Just some people would possibly complain about this and I was worried I might not ever be able to qualify for treatment. Sooo. I was wondering what my chances are..
From the research I have done on hormones they are a package deal, but those breast do come at no additional charge.

There are two types of hormones that are typically prescribed to transgender people. One is a blocker, to block the production of the sex glands you have now. The other would be the cross sex hormone. The blocker will make testicles reduce but usually also reduce the size of the penis and ability to easily get and maintain erections. Not sure if that would be a problem as well. You could just have a doctor prescribe a blocker and that might do it, but it might also shrink your penis. Some people have also described having some secondary sexual aspects kick in when on blockers(as in growth of breast.
If you get an orchi, you will lose the main producers of T. That would be like taking blockers. However, it is considered unhealthy to leave your body without some sort of sex hormone(whether T or E). Maybe you could do an orchi and then add T back in.
All of this is presuming you are under a doctor's care. Don't know if any of that helped.
