I wear jean size 17. Is that XL or L?

I'm pretty sure it would depend on the brand and where you are in the world. Here in the UK female jeans are sized in even numbers only so there is a 16 and an 18 but no 17, men's jeans are sized by waist measurement. L and XL are pretty rare here.
As with any clothing it would be best to try it on, I assume that is not possible in your case?

Here in the US there is size 17. Can't try them out when u are ordering online.

Here in the USA size 17 is a junior size. It is aimed at younger women and are cut to better fit them. Regular women's sizes are in even numbers and are a little fuller cut to fit an little more mature woman. Petite sizes are cut for shorter women and plus sizes are for the larger women. There are also junior plus sizes.
You will need to check the appropriate size charts to find the measurements for that size category. Unfortunately many clothing makers do not adhere to these standard size charts and you need to use their particular sizing charts. This deliberate non standardization is why it is important to try women's clothing on before bying or buy online from companies with good return policies.
