Are there rules to change names legal and official?

i want change my daughters name from David to Whitney

Most legal name changes are handled by local, county and state agencies....   also federal agencies in the case of passports.    Start by going to your city hall or county offices.

Typically, name changes are handled at the state or province level in North America.  In other countries, they may be handled at the national level.

Google your stete/country's name change requirements.  Anyone can usually have any name they want, provided it is not for fraudulent purposes.  Some jurisdictions have measures in place to prevent fraudulent or criminal reasons for name changes.  Where I live, for example, you need to be fingerprinted, in order to verify whether or not you have a criminal record.  It doesn't mean that you can't get a name change, it is just to ensure that any record has all relevant names and aliases recorded on it.  Probably not a big concern for a minor.  But the point is to find out what the actual requirements are where you live.

Since you are dealing with bureaucracy, you need to do it right, or you will encounter delays.  I omitted some supporting documents and had to wait an additional month while I rounded up the right documentation.  In most places, there will be a fee for the name change.

In some juristictions, like where I live, the procedure is strictly bureaucratic.  You fill in the forms, supply the documents, pay your fee, and you get your name change.  In other jurisdictions, the process is judicial.  You need to go before a judge and explain the reasons for the name change.

So there is no one answer that fits all circumstances.  Most places have websites now that describe all of the necessary procedures.

oke thanks i will inform here in california.

we are here for my husbands work and stay for 5 years, than we go back to alaska where we have a cabin ( im proud that we can go back 2 years to go , it's si hot here

Not too many states allow you to change it without GCS so it may not matter,  but you
might want to check into the rules for changing her birth certificate for the state it was issued and see if that matters where the name change is done.

I think you are referring to gender marker change on the birth certificate. I am lucky enough to be from Ohio, so I'm SOL on that one.

Name change should not require GCS, only the local name change legal process, which can vary radically.

Many/most states allow the marker to change on the DL without GCS, and passport is fairly easy though error prone due to the process itself being vague.

Yes I was referring to gender marker.  Just wondering that if her birth state allows that to change without surgery,  it may be easier if the name change takes place in the same state as birth certificate was issued. 

Here in Wisconsin I need surgery to change gender on birth certificate but for a very small fee the court order updated the name on it just by filling one additional form  and judge checking right the box on the court order.

Drivers license here just needed the doctor letter and updated at social security first. 

Your advice in the passport thread would have saved me a bit of hassle had I seen it 2 days before I did. It's not obvious anywhere that you would not use the renewal form that is used for name change. Still waiting on passport after sending the correct form.  They received it a week ago according to the mail tracking.

How does the child's father feel about this? It's gets much more complicated if one parent disagrees with the name change.
