Title: Consular Birth Certificate

So being born outside the US, but still a citizen, I go through the State Department for birth certificate stuff. Process looks similar to that for a passport, and I was curious if anyone has gone through it. Any advice, or difficulties to watch for?  Recent news has me worried about waiting much longer.

I am not in that situation myself, but I know someone who is.  I don't know their exact circumstances, but it seems that the federal authorities responsible for their consular birth certificate and the state authorities in their parents' home state at the time are pointing their fingers at each other.  The result is that my friend can't (ever, it seems) get their birth certificate amended.
