What you're asking about is a standard procedure that doesn't have any direct connection to transgender surgery. So you could have this done by any reputable local plastic surgeon.
But there is a cost to surgery - not just money but medical risk, recovery time, etc. One of my goals was combine procedures to reduce the number of separate surgeries.
