We received a petition asking:

"We the undersigned petition the Prime Minister to prohibit discrimination in the provision of goods, services and facilities, includng health care,on the grounds of transsexual or transgender status, at the earliest point possible."

"Responsibility for health care relating to gender dysphoria rests with individual primary care trusts"

This is basically the government's way of avoiding responsibility for low standards of care for gender dysphoria on the NHS by saying 'we dont directly make these decisions'.  Totally irrelevant, they're knowingly allowing a state run institution to discriminate, end of story.
