"Donna Ross came out very publicly in Portland, Ore., before moving to Kansas City a few years ago. In April, she was in the news for her testimony to Kansas City's Transportation and Infrastructure Committee of City Council, in which she supported changing the city's civil rights ordinance to protect expressions of gender identity."
