Cross-dressing is prohibited in Haddon, Hopatcong and Dover. Spitting on a public sidewalk is illegal in Madison. You can't fly a kite in Newark and the city's taxi drivers must keep their mustaches trimmed.
Every town has its quirky laws, and communities in New Jersey are no exception. These local ordinances -- whether unenforceable, antiquated or just plain forgotten about -- rarely, if ever, lead to prosecutions. But when they do, problems can arise, as one town discovered this summer.
