Not usually, but sometimes--especially if a conversation started prior to entering the stalls.  If the person doesn't know you or know who's in the stall, it would be unusual for somebody to strike up a conversation with you.

Hi Veronica06.... My close friends and I actually share a stall, when the queues are to long (not something advisable pre-op)... so we always chat and talk.

I also talk to my friends through the walls as well, nothing stops the conversation.

At work we do,  but not in a public restroom unless you know the person in the next stall or in a situation such as the one Melissa mentioned.

Not that strange for friends or a really chatty stranger.  What I do like though is the quick in an out.  Well at least where I work at.  The guys tend to socialise, take in newspapers, etc.  The women are more like, "There are more important places to be."  YMMV.

The big drawback?  I had to wait in line at a club in Philadelphia for 45 minutes just to reach the door of the women's bathroom once.  Big club, one whole bathroom with four stalls.

yeah.........I have been told there are fewer facilities for ladies than men.
I know there was an uproar back-home in Iowa, where some kinda social thing happened...concert fair or such...ladies were p.o.'d cpz guys had more than girls...and of course...too...guys were out behind bushjes etc doing it......
