Totally depends on genetics.  Some people can grow a full beard within a few months, some people it takes years.  Look at the other males in your family

As for me, I've been on T 8 months and can grow a very very faint mustache, and have some dark hairs coming in where my sideburns would be as well as my chin and neck but nothing too impressive at all

Yeah, what Chameleon says is true.  JoshB, Nero, and I all started T within a few days of each other, 8 months ago.  I'm not sure about Nero (care to chime in?) but Josh has a full chin strap by now.  I've got a light sprinkling of coarse blond hairs along my jaw line, and a small patch of hair that I'm hoping to grow into a goatee under my chin.  At this point, though, I'm afraid it's just wishful thinking.  :D
