Like any other phalloplasty you will need a penile implant in order to achieve an erection and I doubt there is any sexual sensation. It is still using donor grafts of skin that are not the same as penile tissue. So no I believe it won't function normally.

Depends what you consider functional. The price depends on the stage. The first stage out of 3 is roughly $20,000
