Title: Question about changing everything over to male

Okay, my question is, if I'm not on testosterone, or never plan too, can I still change my license and everything over to male? Or do you have to be on T to actually get everything changed over to male?

That depends on what state you're in. I know someone here had top surgery done and was able to change everything male. and he's never been on T.

Look up thetransitionalmale.com then click trans legal issues. That information is not always current but is a step in the right direction. In case you live in Pennsylvania they now a letter state. So you just have to give them a letter saying you are transgender and undergoing treatment.

I think birth certificate depends on where you were born opposed to where you live.

Thanks. I still live where I was born. I doubt I'll ever move.  Hopefully I'll get everything changed over if I do ever move to another state.
