Are you talking about avoiding the growth of breasts, or reducing breasts which have already grown?

I don't quite understand your question.  But if you are asking what I think you are asking, you might be in trouble....

I am guessing that you want to be somewhat androynous to the casual person in the street but with a vagina rather than a penis for your own personal interest, afaik it's very hard to go anywhere nowadays that don't prescribe to a rigid set of rules that include living full time as your chosen gender and undergoing a regimine of hormones to help reshape body and mind before surgery is considered.  I personally want my breasts to develop as much as possible as they're the most obvious sign of womanhood from a distance, with body language a close second.  There may be some places where you can get what you want but you have to ask yoruself what standards of care do they really have, what risk of infection there is and most of all will you be happy with the result.  Therapists are there to help you understand what it is you want to happen and to make you aware of the dangers, especially if its done wrongly.  My personal advice is to find a gender specialist therapist and have a good long chat with them about what it is you want and if its possible for you to get what you want.

I am on about trying to avoid breast growth, as I would like to become more feminine but would like to avoid the breasts if possible.

Not really... You kinda get what you get Some people balloon out even with the slightest touch of estrogen

it's possible to just take Male hormone blockers for awhile but you'd need a low level of either male or female hormones to keep up your skeletal health.

No there's really no way. It all depends on the person with HRT. Some people develop larger breasts than others. Really your only option would be to have a breast reduction after developing, but I'm not sure how doctors would respond to it? As pebbles said, when you go on anti-androgens you need to have some type of hormone replacement therapy in order to keep you from developing osteoporosis.

The thing with hormones is you really can't pick and choose how they affect you.

I mean you could potentially go on a low dose of HRT and then severely restrict your protien and fat intake...because that's what boobs need to grow, but I really wouldn't recommend that course of actions because, well eating disorders aren't fun and whenever you give into the screaming cravings for fat and protien I would imagine that, just like I've found, it would all go straight on your boobs anyway essentially making the whole damn process pointless.

Can I just say again, this is not advice...i'm just trying to show how ultimately futile it would be to try and control changes that are just going to happen anyway.

Yeah.  And don't forget about Murphy's Law.  The changes that you want the least are the most likely ones to happen first.

Miko

If you just want to become more feminine then just do spiro and have electrolysis and/or laser to remove your male hair. Grow your hair and generally try to emulate a female persona.

Although I don't really understand where you are coming form here.
