According to Transgender Law Center, the SSA has updated it's guidelines to more quickly process marriage-claims involving trans people.

We are streamlining the development requirements for cases in which a marriage involves transgender individuals. Our past policy was to refer all marriage-based claims involving transgender individuals for a legal opinion from the Regional Chief Counsel (RCC). Our new policy allows us to process most claims under existing instructions for opposite-sex marriages or under Windsor instructions for same-sex marriages without the need for a legal opinion.
