SB 2322 requires that all licenses reflect a person's sex as determined at birth, explicitly overriding any court orders recognizing a gender change. In practice, this creates real barriers for transgender individuals, increasing the risk of discrimination or harm during everyday interactions.

The bill invalidates certain out-of-state driver's licenses issued to individuals who could not prove lawful presence, meaning licenses that are legal elsewhere are no longer recognized in Mississippi. From a practical standpoint, invalidating out-of-state licenses that are otherwise legally issued creates interstate inconsistency. Drivers who are otherwise legally permitted to drive in one state may suddenly be criminalized in another, which can create confusion for residents, visitors, and even law enforcement, while also increasing the likelihood of legal dispute. As a result, individuals using these licenses can be cited for driving without a license and must be referred to U.S. Immigration and Customs Enforcement, with this requirement extending beyond law enforcement to judges and other officials. Consequently, in the case of this bill, routine traffic stops can escalate into immigration enforcement, increasing fear and discouraging people from obtaining or using any form of licensure. potentially leading to more unlicensed and uninsured drivers.

Ultimately, when taken together, these provisions disproportionately impact both LGBTQIA+ individuals and immigrant communities by limiting access to accurate identification and expanding pathways into enforcement.

From what I can tell, this bill was signed into law. It's basically a clone of the Kansas law which invalidated the driver's licenses of over one thousand trans residents in Kansas. This law goes a step further, requiring law enforcement to refer the issue to Immigration and Customs Enforcement.
