Do you make and drink milk from milk powder?

It is certainly convenient.  You can make a glass, quart, half gallon, gallon, etc.

Whole milk or skim milk are the most common powdered milk.  Just add the proper amount of good, tasty water and the proper amount of milk powder.  It is easier to mix room temperature water than very cold water, at least in my experience.  Make it, chill it, drink it later.

This is also more economical in some parts of the USA than others, depending on what the milk powder costs, what milk from the dairy case costs, and what your water to reconstitute the milk costs.

If you do not like skim or nonfat milk, and only have nonfat milk powder, you can always mix one portion of the powder made milk with an equal amount of whole milk, and you end up with something close to 2% milk, or mix 2% milk with the nonfat milk powder to get about 1% milk.

Also, it can be good to have milk powder if you cannot get dairy milk easily, such as in very bad weather.

Milk can be used as a coffee or tea additive, although many prefer half and half or a powdered or liquid milk creamer/lightener.

If your tap water is not tasty, use bottled water.

Not for a long time. Used powder a lot when I  was working in factory's or warehouses as fresh milk would be stolen or go bad.

That was a practical use of milk powder.

I do like the powdered milk for its convenience.

My wife and I take small baggies of powdered, whole goat milk on backpacking trips. We heat water in the mornings and stir in a bag of the powder. It's delicious and packed with protein and goodness to help propel us on the trails.

Aside from being very light-weight, the great thing about using powder is that you can make the beverage as thick or thin as you like it.

I used to yes. Mostly because it lasts longer. Buying fresh milk, you have to consume it relatively fast or it goes off.

These days, though, I use sugar free almond milk instead. Much better for me and IMHO it tastes nicer, too. Has a nice nutty flavour. Works out around the same or maybe slightly cheaper than buying regular milk. Specifically this one:
