Utah GOP Ordered Study on Trans Youth Care. They're Not Pleased With the Results

Last year, Utah Republicans were none too pleased when a state health department study they ordered found that trans healthcare bans "cannot be justified." Now, they're ignoring it entirely to push for a permanent ban on gender-affirming care for minors and limit trans adults' access, as well.

Back in 2023, Utah Governor Spencer Cox signed a bill that placed an indefinite "moratorium" on doctors prescribing gender-affirming care like puberty blockers and hormone therapy to trans youth. That bill asked the Utah Department of Health and Services to compile a report offering recommendations for the state government on whether or not to lift the moratorium.

In May 2025, the department finally released their over 1,000-page report to lawmakers. Like anyone with a heart and a basic grasp on science, the authors were overwhelmingly supportive of gender-affirming care for trans minors.

"It is our expert opinion that policies to prevent access to and use of [gender-affirming hormone therapy] for treatment of [gender dysphoria] in pediatric patients cannot be justified based on the quantity or quality of medical science findings or concerns about potential regret in the future, and that high-quality guidelines are available to guide qualified providers in treating pediatric patients who meet diagnostic criteria," they wrote.

"The consensus of the evidence supports that the treatments are effective in terms of mental health, psychosocial outcomes, and the induction of body changes consistent with the affirmed gender in pediatric GD [gender dysphoria] patients," the report concluded.

Despite commissioning the study in the first place, state Republicans were perfectly happy to dismiss their own health department's work.

"Simply put, the science isn't there, the risks are real, and the public is with us," they added. "We intend to keep the moratorium in place."
