I can't see enough of her to be sure, but I think she's wearing a tank top. Google that for examples, or see http://en.wikipedia.org/wiki/Tank_top_(shirt) 🔗

They should be available is almost any big store. Although they might be harder to find in the winter; they're more spring/summer outfits. Google turns up a bunch of on-line stores that carry them year-round.

thanks and sorry about sounding like a complete noob, but i'd been looking for one for the last two weeks with no luck so i guess i'll have to wait until spring to find one.

I googled tank cami, wide strap cami and found a bunch of links. Hanes, Jockey, all great prices too.
