I think it has to do with geology, in that volcanic activity pushes mountains upward, thus exposing gold deposits. This is why California (Sierra Nevada mountains) and Colorado (Rocky Mountains) seem to have larger gold deposits than Kansas or Iowa (No mountains).
Metal detecting is popular in Europe, and many valuable stashes of ancient coins and relics have been found. Known battlefields can be dangerous due to unexploded ordnance. In the U.S., these areas are restricted from any digging for safety and historical reasons.
