It could be a sign they are growing or changing size due to hydration levels. This would feel like an itch, but deeper than skin-deep. Is it on both breasts, or only one? Is it the skin that itches? Check the skin with a makeup mirror so you can get a close look to see if the skin is irritated or dry. After a shower, try applying lotion to the area and see if that helps. Have you changed laundry detergent or bath soap recently? There might be some residue from it that you are sensitive to. These are things that might affect both breasts.
If it only affects one and is in the same area, get it checked out. Some clinics have an "Ask A Nurse" hotline that you can call for simple issues, so you don't need to pay for a doctor visit. See if something like that is available in your area.
If it is really bothersome, definitely have a doctor check them out. You don't want to ignore something that could become serious later.
