My Breast tissue under my bra always seem to itch and need to be scratched often.
How can I resolve this  irritant ?    I can not be scratching my girls out in public.

It could be a sign they are growing or changing size due to hydration levels. This would feel like an itch, but deeper than skin-deep. Is it on both breasts, or only one? Is it the skin that itches?  Check the skin with a makeup mirror so you can get a close look to see if the skin is irritated or dry. After a shower, try applying lotion to the area and see if that helps. Have you changed laundry detergent or bath soap recently? There might be some residue from it that you are sensitive to. These are things that might affect both breasts.

If it only affects one and is in the same area, get it checked out. Some clinics have an "Ask A Nurse" hotline that you can call for simple issues, so you don't need to pay for a doctor visit. See if something like that is available in your area.

If it is really bothersome, definitely have a doctor check them out. You don't want to ignore something that could become serious later.

Make sure you do not get moist around the breasts, if at all possible.
This wet/sweat leads to unpleasant situations for sure.

Make sure you are not chafing or irritating your skin.

Always have good hygiene too.  With that said, perhaps there are numerous reasons why you itch and feel relieved after scratching.  Listen to what other ladies say here for helpful thoughts.

Always stay cheerful, be polite, kind, and understanding. Accepting yourself as the woman you are is very liberating.  Never underestimate the appreciation and respect of authenticity.  Help connect a person to someone that may be able to help that person.  Be brave, be strong.  A TRUE friend is a treasure.  Relationships are very important, people are important, and the sooner we all realize that the better off the world will be.  Try a little kindness.  Be generous with your time, energy, wisdom, and resources.   Inconvenience yourself to help someone.   I am a brown eyed, brown haired woman.

Both of them are itchy and my nipples seem to like I need to rub them or massage them,,,  I hope they are growing but I could not be that lucky and my nipples are sensitive to the touch.

Since it is both, it sounds like skin irritation. Does the skin have any redness, a rash, dry skin, or anything that might appear to be itchy? Have you tried applying lotion or moisturizer? Does it continue if you do not wear a bra for a day or two?

Nipple sensitivity and the occasional itch could be growth, but if it is daily, you could be having a skin reaction or allergy to something in the bra material, laundry detergent residue, fabric softener, etc. Is it just one bra, or all of them? Is the bra made of cotton? Does it have padding, foam, lace, or other materials?

These are things you need to investigate to isolate the cause.
