I like Urban Decay, and they don't test on animals and have a lot of vegan products. I wear eyeliner once or twice a week... I've tried Mac (the smolder kohl), and I love it when it first goes on, but after an hour or two it reacts strangely with my skin and turns noticeably blue. :/ Bare Minerals has some good, well pigmented powder eye shadow. I like powder rather than cake shadow, it goes on my evenly for me.
I've also tried Ulta, because they're relatively cheap. I got a box set of maybe 30 eye shadows, 4 eyeliners, and some lipstick and blush for only $25. Their eyeliner is chalky, but their eye shadows aren't bad with primer.
The other brand I have experience with is Origins - and they're pretty nice, and easy on your skin. But more expensive than other options. My mom got me stuff from then when she was trying to bring out my inner femininity or some such thing. I only wore it once, for my 15th birthday. Then the concealer a few times for my undereye circles of doom. Funny thing is, I only started wearing makeup on occasion
after I transitioned. And the amazing thing is? I still pass.

For nail polish, I've only tried a few, but I like Ulta. Their sale polishes are very reasonable, and they go on smoothly. I tried Pixel because they had mini bottles, and I figured I could try a few colours more outside my comfort zone - but they take ages to try completely and don't feel smooth even after drying. The other one I tried was Revlon, I think. No real complaints - not as smooth an application as Ulta, but easy to find at drug stores and cheap if I remember correctly.
