There is a pretty big stigma in the African American community plus some are contracting the disease without knowing about it until it is too late. What they are advocating for is to get the women into a clinic or a doctor's office for regular testing because if they catch the disease at the beginning then there may be more they can do for that person PLUS that person now knows to take extra precautions with any partners she may have in the future. Therefore, the spread of the disease should slow down.
