Giving reputation. How is it done?

Been here only a couple weeks. I've scoured the FAQ, but can't find the answer I want.

It seems if someone gives you a post that just amazes you, you can give them "reputation". Also seems you can smite people who are just totally out of line, but I can't see ever doing that.

But I'm curious how to do that. I found a FAQ post by someone named Jaiden on 1/28/08 asking how to do this. The answer was "You should see an up/down arrow next to your reputation points, click on those".

Is that still accurate? I'm just not finding those arrows, though I can be a little myopic and miss things right in front of me. Is there some help you can give me? Or is my account status just too new to allow me this option? Not something I plan to use a lot but I hate feeling like a yokel.

Under their picture there should be 2 little tabs; a green thumbs up and a red thumbs down. Those are used to give reputation.

I'm thinking you have to have at least 50 posts before that function shows up for you.
