I have researched this topic thoroughly, and my conclusion is that there is very little, if any, reliable information. Both the surgeons and the electrologists point their finger at the other, and claim their services are best. I'll be going to Dr. Brassard, and last year at the beginning of my journey, I contacted his office to ask about it, and was given much the same information as has been posted here, to wit, that they cauterize the hair follicles to prevent any internal hair, and if electrolysis or laser is used, it "weakens" some of the follicles, rather than destroying them, so they are harder to see and sometimes missed. Dr. Brassard advises that if laser/electrolysis is done prior to surgery, that there should be a year of zero growth prior to surgery. When I showed this information to my electrologists, they stated that the cautery mentioned by Dr. Brassard would indeed leave scars and degrade the quality of the skin, therefore having laser/electrolysis would be better.
I made up my own mind, and had laser and electrolysis for the past year. Now that I am hopefully within six months of surgery, no more of either. Dr. Brassard will eliminate whatever hair is left (I hope!). From what I can see, it's a crap shoot either way. Hopefully I'll have a good result.
